In this article, an explanation is provided for the anomalous Canadian public response to the increased risk of the bovine spongiform encephalopathy disease outbreak that occurred on May 20, 2003. Comparisons are drawn between the reactions of the Canadian public to the reactions of the British, German, and Japanese public upon detection of BSE in Canada, and subsequently the United States. This article also suggests that while other countries displayed social amplification of risk, Canada experienced a social attenuation of risk, due to the social context at the time of the discovery.
